As many of you have probably read or heard about, Elida Local School District's revenue sources are flat or in decline. As a result, the District has had to make many cuts: staff, progamming, building re-configurations and other cost-savings measures. The need for additional... funding is painfully obvious. The Board of Education is looking at a variety of options and is seeking community input. Which of the following do YOU feel has the best chance of passing for the district?
A) Property Tax
B) Earned Income Tax (no tax on retirement, pension, etc.)
C) Combined Property/Income Tax

Q: I heard that the 4th grade will be moving to the middle school. Is that true?
A: NO. The middle school will house Grades 5, 6, 7, and 8 next school year. The elementary building will house Grades K, 1, 2, 3, and 4 next school year.

Q: Who will replace Bruce Sommers (retiring elementary principal) and Carol Gibson (retiring district librarian) next school year?
A: We continue to follow-through on our promise to evaluate every position when there is a retirement. The NCLB Director (and former elementary principal), Mrs. Faith Cummings, will return to the elementary building next year as principal to oversee the newly configured K-4 building. The district librarian’s position will become part-time t next school year upon the retirement of the district librarian (Mrs. Carol Gibson). Other changes that will be occurring: Assistant Principals at EES and EMS will be switching buildings. Mrs. Melanie Nixon will serve as the EES Assistant Principal next school year. Mr. Doug Drury will be moving to EMS to serve as the Assistant Principal next year.
Other staffing changes may occur and I will update you when changes are confirmed.

Q: What is the role of the board vs. the role of the superintendent and treasurer?
A: Board duties include: making sure all students of the district are provided with educational opportunities, hiring the superintendent and treasurer, overseeing the annual budget, and approving contracts with district employees as required by law. No individual board member has the independent authority to speak for the board. The Superintendent administers the district’s educational and co-curriculum programs and
carries out board policy. The Treasurer administers, in cooperation with the Superintendent, the financial, legal and contractual business of the board.

Q: Are you going to ask voters for more money because of the new high school?
A: We have been working hard to put off coming back to the voters for additional operating expenses. We currently have the same amount of State funding as we received in 2003 (nine years of flat funding from the state of Ohio). We have been making cuts for over three years. In 2009 we cut $300,000, in 2010 we cut $600,000 and last year cut $900,000. We are going to close the Gomer building this summer and should see a $400,000 savings. We can only cut for so long before we will need to go back for some help from the community. That has nothing to do with the operating expenses for the new building. The money for the bond issue for the new high school could only be used for permanent improvement and cannot be used for any operating expenses including salaries or benefits.

Q: When will the newly elected board member be sworn in?
A: The board will hold its organizational meeting on Tuesday, January 10, 2012 at 4:30 pm in the Central Office conference room. At that time, the newest board member will be sworn in and officers will be selected. The regular January board meeting will be held on Tuesday, January 17, 2012 at 7:00 pm in the EHS Community Room.

Q: What is the conflict of interest issue I heard about in the news?
A: The Ohio Attorney General's office indicated in a 2008 ruling: "An examination of the foregoing conflicts of interest discloses that the conflicts can not be eliminated entirely or sufficiently avoided so as to allow a person to serve simultaneously in the positions of township zoning inspector and member of the board of education of a local school district that has real property in the township." A: YES. The majority of ALL Elida employess pay 15% of their insurance premiums (the only exception is those on the highest deductible plan).
